New World Order propaganda rules and shapes the world. And there’s no more powerful propagator of propaganda that rules and shapes US global hegemony, world events and major geopolitical developments than the Council on Foreign Relations (CFR). On its own website, the CFR describes itself as “an independent, nonpartisan membership organization, think tank, and publisher.” The CFR is financed by highly endowed, tax-exempt Rockefeller, Ford, and Carnegie foundations. The Council was incorporated in New York on July 21, 1921. Among the founders were John Foster Dulles, later Secretary of State; Allen Dulles, later head of the OSS and The CIA; Edward Mandell House, a top assistant to President Wilson; and John W Davis, who became the first President of the Council. Davis was personal attorney for J.P. Morgan, head of Morgan Guaranty Trust, and in 1924 received the Democrat nomination for President, despite never having been elected to any lower office.
What Professor Quigley revealed in Tragedy and Hope was huge. “There does exist, and has existed for a generation, an international Anglophile network which operates, to some extent, in the way the radical Right believes the Communists act,” Quigley wrote in his book. “In fact, this network, which we may identify as the Round Table Groups, has no aversion to cooperating with the Communists, or any other groups, and frequently does so.” The leading Round Table Groups he identifies include the Council on Foreign Relations (CFR) in the United States and its sister organization in Britain known as the Royal Institute of International Affairs (RIIA, sometimes referred to as Chatham House).
Woodrow Wilson was so clueless about leading the country that numerous intellectuals and bankers created an advisory group called “Inquiry” to instruct him. Wilson’s Fourteen Points were based on the research of the Inquiry, a team of about 150 advisers led by foreign-policy advisor Edward M. House. The Inquiry eventually transformed into the Council on Foreign Relations which is still filled with globalists and corporate warlords who sell out America for personal gain and control the White House policies on foreign affairs.
Inquiry’s advice steered Wilson from being an idealistic isolationist to becoming a leader in global democracy, making America the watchdog of the world. Wilson’s “instructions” from the Inquiry led him to loan money to both side of the war and pass the debt on to the American people through payroll taxes assessed by the Internal Revenue Service. Domestically, Wilson gave the country over to greedy corporate tycoons who used their government positions to amass more personal wealth. It was during the Woodrow Wilson presidency that corporate imperialism of globalists were able to sell out Americans and the people of every nation under the guiding direction of the United Nations and the warlord bankers and brokers who created it.
There is a direct “mafia-like” lineage of corporate imperialists starting with Charles Dawes who taught Edwin Pauley and Allen Dulles, who then taught Henry Kissinger and George Bush Sr. This globalist mafia lineage has controlled American foreign and domestic policy since the presidency of Woodrow Wilson.
The Inquiry was tasked to create options for Wilson. Through 1917-18, the Inquiry advisers gathered in New York City to assemble strategies. In 1919, the scholars traveled to the Paris Peace Conference. In a meeting with British counterparts at the Hotel Majestic, both the Council on Foreign Relations and its British counterpart, the Royal Institute of International Affairs, formerly known as Chatham House in London, were born.
The Inquiry, or Council, became controlled by New York financiers and international lawyers headed by Elihu Root, J. P. Morgan’s lawyer, and was formally established in New York on July 29, 1921, with 108 founding members, including John W. Davis, the chief counsel for J. P. Morgan & Co., and former Solicitor General for President Wilson, as its founding president. Other members included John Foster Dulles, Herbert Lehman, Henry Stimson, Averell Harriman, the Rockefeller family’s public relations expert, Ivy Lee, and Paul M. Warburg and Otto H. Kahn of the law firm Kuhn Loeb.
The Council initially had strong connections to the Morgan interests, such as the lawyer, Paul Cravath, whose pre-eminent New York law firm (Cravath, Swaine & Moore) represented Morgan businesses. Morgan partner, Russell Leffingwell, later became its first chairman. The head of the group’s finance committee was Alexander Hemphill, chairman of Morgan’s Guaranty Trust Company. Harvard economist Edwin F. Gay, editor of the New York Evening Post, owned by Morgan partner Thomas W. Lamont, served as Secretary-Treasurer of the organization. Other members related to Morgan included Frank L. Polk, former Under-Secretary of State and attorney for J.P. Morgan & Co. Former Wilson Under-Secretary of State Norman H. Davis was a banking associate of the Morgans. Over time, however, the locus of power shifted inexorably to the Rockefeller family. Paul Cravath’s law firm also represented the Rockefeller family.
Even from its inception, the Council was funded by John D. Rockefeller, Jr. who was a regular benefactor, making annual contributions, as well as a large gift of money towards its first headquarters. Several of Rockefeller’s sons joined the council when they came of age. David Rockefeller joined the council as its youngest-ever director. Rockefeller Brothers Fund has also funded the Council.
The secrecy surrounding this group was such that the Council members that comprised the “outer circles” were not involved in its deliberations and were unaware of the study group’s existence. It was divided into four functional topic groups: economic and financial, security and armaments, territorial, and political. The security and armaments group was headed by Allen Dulles who later became a pivotal figure in the OSS and CIA.
Secretary of State John Foster Dulles, as former attorney for Standard Oil and a longtime board member of the Rockefeller Foundation, maintained strong ties to the Council and to the Rockefellers. Dulles gave a speech for the Council in which he announced a new direction for foreign policy: “There is no local defense which alone will contain the mighty land power of the communist world. Local defenses must be reinforced by the further deterrent of massive retaliatory power.”
After this speech, the council convened a session on “Nuclear Weapons and Foreign Policy” and chose a Harvard scholar, Henry Kissinger, to head it. Kissinger spent the following academic year working on the project at Council headquarters. The book that he published from his research in 1957 gave him national recognition, topping the national bestseller lists. Kissinger continued to publish in Foreign Affairs and was appointed by President Nixon to serve as National Security Adviser in 1969.
In America, it is among the most powerful organizations representing the public face of the Deep State behind the Deep State. To get some sense of how influential the outfit is, consider the words of then-Secretary of State Hillary Clinton, whose husband and daughter are members, in a 2009 speech at the CFR’s new office in Washington. “I am delighted to be here in these new headquarters,” she said. “I have been often to, I guess, the mother ship in New York City, but it’s good to have an outpost of the Council right here down the street from the State Department. We get a lot of advice from the Council, so this will mean I won’t have as far to go to be told what we should be doing and how we should think about the future.”
In other words, the unelected CFR establishment sets policy, and the visible government implements it. The same applies to the establishment wing of the Republican Party, which is also dominated by CFR operatives. Knowing how toxic the CFR label has become politically among conservatives, though, a leading CFR “Republican” actually boasted of his dishonesty in concealing his membership from the public.
From its very outset, the CFR as the US elite’s most public face subversively promoting New World Order has always maintained one explicit purpose – to bring about a one world government. In 1975 powerful CFR insider and former Judge Advocate General of the US Navy Admiral Chester Ward wrote in his book entitled Kissinger on the Couch about the ultimate aim of the Council on Foreign Relations:
[The CFR has as a goal] submergence of US sovereignty and national independence into an all-powerful one-world government… this lust to surrender the sovereignty and independence of the United States is pervasive throughout most of the membership… In the entire CFR lexicon, there is no term of revulsion carrying a meaning so deep as ‘America First.’
George W. Bush’s Vice President Dick Cheney, for example, was filmed on video bragging: “I’ve been a member [of the CFR] for a long time, and was actually a director for some period of time. I never mentioned that when I was campaigning for re-election back home in Wyoming.” He cackled, and the audience laughed. But he is hardly alone.
Members include virtually the entire establishment. Among others: vast swaths of the Republican and Democrat parties’ establishments; countless current and former members of Congress and senior bureaucrats; “journalists,” columnists, editors, anchors, commentators, and media execs; CEOs, chairmen, and presidents of mega-banks; multiple Cabinet secretaries in every administration going back generations; current Supreme Court justices; former presidents and vice presidents; Federal Reserve bosses; celebrities; mega-church pastors; military brass; ambassadors, diplomats, and bureaucrats at international organizations; tax-exempt foundation chiefs and executives; leaders and professors at key universities across the country; “intelligence community” bosses who do much of the Deep State’s dirty work; and many more. Even some pseudo-conservative “leaders,” mostly neocons, are involved in the CFR.
Corporate members include the world’s largest bailed-out mega-banks, Big Oil, Big Pharma, crony capitalists, the military-industrial complex, and publishing houses, along with much of the establishment media. Among the mega-banks and financial giants: Goldman Sachs, Bank of America, JPMorgan Chase, American Express, Citigroup, Credit Suisse, Deutsche Bank, Soros Fund Management, Bank of New York Mellon Corporation, Canadian Imperial Bank of Commerce, Crédit Agricole, Rothschild North America, Inc., and more. Military-industrial complex: DynCorp, Booz Allen Hamilton Inc., Raytheon Company, Boeing, Lockheed Martin, and more. Big Oil: ExxonMobil, Shell, Chevron, BP, Hess, and more. Media: News Corp (Fox News, Wall Street Journal, New York Post, National Geographic, and more), Time Warner (CNN, HBO), The Economist, Bloomberg, and more.
The CFR’s interlocking marriage between the private corporate sector and the public government sector is largely responsible for today’s lopsided world of harsh gross disparities. As cases in point, the 62 richest people on earth possess more wealth than the majority of the 7.3 billion humans currently inhabiting the planet. The wealthiest 1% own more than the rest of the world combined and the global inequality gap between the rich and poor is widening at the fastest rate seen since the 19th century. These alarming facts bear the result that the ruling elite owns and controls all the Fortune 500 transnational corporations, through backroom bribery deals owns and controls virtually every national government on earth, and only six oligarchs own the six top mega-media corporations controlling the outflow of over 90% of the world’s news and information. Through monopolizing a centralized banking system of debt-based theft and global enslavement while imperialistically plundering the Third World for its precious natural resources, consolidation of power into fewer and fewer hands has eliminated competition in a closed, thoroughly insulated, anything but free, now stagnating global market. As an example, over the last two decades alone the number of publicly traded companies listed on the US stock exchange has been decimated in half, from 7,300 to 3,700. With the globalists wielding more power than ever before in human history, their centuries old, long sought after the scheme of a one world government has never been closer at hand.
Nearly all the top military generals and admirals, major corporate CEO’s and numerous government leaders in all three branches have been circulating through the revolving turnstile in and out of the public sector as prominent Council on Foreign Relations members. They represent the shadowy government where secrecy rules from behind the scenes. That said, it’s a matter of public record that virtually every Secretary of Defense has been a CFR lifer. Since 1940 every Secretary of State but one has been on the CFR and/or Trilateral Commission, and a majority of Secretaries of Treasury as well. Multiple CIA directors have been in the CFR. For eight decades nearly every key National Security and Foreign Policy Advisor are/were members. And of course, a significant number of US presidents and VP’s have been CFR members. Regardless of what party happens to occupy the White House, an intransigent fixture operating at the highest echelons of power in Washington over the last century has been strategically assigned CFR plants.
Within the CFR, which has fewer than 5,000 members at any given time, there is a core of figures who play a key role in guiding the organization. The late U.S. Admiral Chester Ward, a CFR member for almost 20 years before defecting and blowing the whistle, wrote in his book Kissinger on the Couch that within the CFR there exists a “much smaller group but more powerful … made up of Wall Street international bankers and their key agents.” Primarily, he continued, the members of this smaller group “want the world banking monopoly from whatever power ends up in control of the global government.” This CFR leadership faction, he added, “is headed by the Rockefeller brothers.”
Of course, not everyone involved in the CFR supports the globalist Deep State agenda. But according to Ward, most do. The former judge advocate general for the Navy explained, among other concerns, the danger of the CFR, the nature of its agenda, and the ideology of most of its members. He also exposed their power over policy and their methods. “Once the ruling members of CFR have decided that the U.S. Government should adopt a particular policy, the very substantial research facilities of CFR are put to work to develop arguments, intellectual and emotional, to support the new policy, and to confound and discredit, intellectually and politically, any opposition,” he explained.
“The most articulate theoreticians and ideologists prepare related articles, aided by the research, to sell the new policy and to make it appear inevitable and irresistible. By following the evolution of this propaganda in the most prestigious scholarly journal in the world, [CFR mouthpiece] Foreign Affairs, anyone can determine years in advance what the future defense and foreign policies of the United States will be,” he added. “If a certain proposition is repeated often enough in that journal, then the U.S. Administration in power — be it Republican or Democratic — begins to act as if that proposition or assumption were an established fact.”
The ultimate goal of the CFR, Ward warned, is global government. “The main purpose of the Council on Foreign Relations is promoting the disarmament of U.S. sovereignty and national independence, and submergence into an all-powerful one-world government,” warned the widely respected U.S. admiral. “This lust to surrender the sovereignty and independence of the United States is pervasive throughout most of the membership.” Ward also previewed why the CFR’s members would be so violently hostile to Trump’s campaign promises. “In the entire CFR lexicon, there is no term of revulsion carrying a meaning so deep as ‘America First,’” he said. Trump, of course, campaigned on an America First platform to stop globalism.
The subversive agenda to betray the American people and subvert their independence, Constitution, and self-government has been made clear even in the CFR’s own propaganda organs such as Foreign Affairs. In April 1974, for example, Richard Gardner, former deputy assistant secretary of state, explained how the agenda for world government would be pursued. “In short, the ‘house of world order’ will have to be built from the bottom up rather than from the top down,” he wrote. “An end run around national sovereignty, eroding it piece by piece, will accomplish much more than the old fashioned frontal assault.” Deception and a slow subversion process, then, are the tools of the CFR. The magazine also regularly promotes regional government, illegal war, and other extreme positions.
The means by which our planetary rulers plan to attain their long prized agenda is through such Rockefeller-Rothschild created and funded entities as the United Nations and Council on Foreign Relations. Indeed CFR members calling themselves the Informal Agenda Group drafted the UN proposal that FDR signed the next day establishing the UN as a world governance precursor in 1945. That was then but this is now. The elite’s main ticket to deceptively achieve its diabolical endgame – one world governance – involves killing off 90% of us humans on earth through a meticulously plotted perfect storm of controlled chaos, destabilization and worldwide destruction through a huge arsenal of both soft and hard kill interventions that will allow the elite to entice obedience from remaining survivors under the assured promise of their protection and security. In effect, the murdering executioner at the same time will pretend to be the people’s savior. While purging roughly 6.5 billion of us “useless eating” overcrowd, under the deceitful cloak of Big Brotherly “love” in fork-tongued Orwellian doublespeak, the globalists will utilize carrot sticks of food and security to herd what’s left of the desperate masses into pre-designated FEMA prison camps and controlled bicoastal stacked hi-rise urban living zones per Agenda 21’s eminent domain that confiscates private property reserving a large vast interior section of the country as a designated wilderness area.
Proving the above point, at a 1992 Bilderberg meeting CFR guru Henry Kissinger said:
“Today, Americans would be outraged if UN troops entered Los Angeles to restore order; tomorrow, they will be grateful. This is especially true if they were told there was an outside threat from beyond, whether real or promulgated, that threatened our very existence. It is then that all people of the world will plead with world leaders to deliver them from this evil… individual rights will be willingly relinquished for the guarantee of their well-being granted to them by their world government.”
In Rio in 1992, 192 nations led by the most avid, out-of-the-closet New World Order President George “NWO” Bush signed on to UN Agenda 21 mapping out the earth’s “sustainable” dark future. Whereas Agenda 21 focuses on the environment, a “new and improved” formula – the 2030 Agenda – rolled out last September includes 17 highfalutin “Sustainable Development Goals,” all in flowery Orwellian lingo sounding so utopian in sheep’s clothing that when put into brutal practice by a predatory elite always spells dystopian madness and rigid authoritarian control.
Just one year ahead of that fateful 1992 global UN conference in Rio, the elite had already latched onto propagandized dogma spun from the notorious scientific think tank the Club of Rome to create a new post-cold war enemy of global warming as the juggernaut pretense leading to one world governance:
“In searching for a new enemy to unite us, we came up with the idea that pollution, the threat of global warming, water shortages, famine and the like would fit the bill…. All these dangers are caused by human intervention…. The real enemy, then, is humanity itself.”
Perhaps the Hegelian Dialectic best conceptualizes what deep state’s modus operandi is more clearly about than any other analytical descriptive lens. The elite’s been cagily repeating this same successful historical cycle, first identifying a problem that may or may not even be real, then intentionally induces a real or imagined crisis as a reaction to that problem for the purpose of proposing a solution that’s designed to increase centralized totalitarian control. Both US foreign and domestic policy have deployed this unbroken deceitful strategy that also often simultaneously utilizes a divide and conquer tactics to further weaken and neutralize any potential opposition. That’s why pitting groups like Democrat vs. Republican, liberal vs. conservative, white vs. black, Christian vs. Muslim against each other works so well. Also inventing derogatory labels designed to discredit and smear reputations like conspiracy theorist come in handy for the elite, the feds and mainstream media as a statist ministry of propaganda.
Assembling a diverse all-star cast of CFR members, the Council on Foreign Relations released a self-serving infomercial video touting how significant and valuable its expertise role is in solving the complex challenges and problems facing humanity in the twenty-first century. In under three and a half minutes multiple sound bites delivered in rapid fire by strategically anointed elitists hailing from various walks of life are seen pontificating the need for CFR architects to masterfully craft such sound US foreign policy recommendations that promote peace, prosperity and New World Order wisdom.
